Role purpose

The LAM Anti-Money Laundering (AML) team is accountable for financial crime risk stewardship incorporating AML, Counter Terrorism & Proliferation Financing (CT&PF). The LAM Head of AML reports directly to the LAM Head of Financial Crime. The AML team is accountable for the AML programme,  which includes policy, AML risk steward oversight, risks and controls, executive reporting, metrics, governance, programme enhancements (inc. those relating to the NFR framework), issues management and escalations, research & analysis, and strategy & functional management across the AML team.

The LAM/MX AML Policy Manager is responsible for helping ensuring that LAM operations are effective in countering the risk that LAM might be used or targeted for financial crime activities. The role is an important risk management role with a broad remit and responsibilities including:

  • Provide SME risk steward oversight, including check and challenge of AML risks, controls, issues, actions and events across multiple sources (e.g., Helios, Assurance, Audit).
  • Support, as required, Operational Risk and NFR requirements for AML including economic capital, Risk Taxonomy and Control Library, Continuous Monitoring Plans, Conduct requirements etc.
  • Accountable for supporting in the implementation process of policy for the AML risk management framework to meet requirements and legislation in the region and providing advice, guidance and effective challenge on AML Policy & Regulation activities across Businesses and Functions.
  • Own/drive oversight of globally defined Key Control Indicators (KCIs), including monthly review, challenge, reporting, and ongoing metric optimisation (thresholds, data quality, relevance and actionability).
  • Partner with stakeholders across Lines of Business and Functions to ensure consistent and effective control design and operation, and to evidence compliance with AML standards, policies and procedures.
  • Support and/or be accountable for the implementation of the AML risk management framework (strategy, policy, standards, controls and systems) to meet regional legal and regulatory requirements and Group minimum standards.
  • Represent the LAM/MX AML team in local, regional and global AML governance forums and working groups, raising local themes, escalating material issues, and driving alignment with peer risk stewards.
  • Support the AML leadership team in setting and maintaining the strategic direction for AML risk management, including strengthening the risk management framework and meeting evolving regulatory expectations
  • Respond promptly and clearly to Group/Region/Senior Executive requests, ensuring accurate status, clear recommendations, and well-governed decision-making.

Main activities

  • Provide advisory support to the business, in partnership with the relevant FC Advisory team, to ensure a clear understanding of ML/FT risk exposure across clients, transactions, and products
  • Support implementation of a consistent and effective approach to the AML programme and framework across Compliance, Businesses, Functions and Countries.
  • Ensure effective oversight in relation to AML controls, reporting, risks, issues and actions across Compliance, Businesses, Functions and countries.
  • Ensure effective information sharing in relation Group AML controls, reporting, risks, issues and actions across Compliance, Businesses, Functions and countries.
  • Ensure the application of global standards set through Global Financial Crime Policy or broader Non-Financial Risk standards in relation to the AML programme and framework.
  • Ensure the application of HSBCs strategic objectives in relation to the AML programme and framework.
  • Support to the MLRO on the oversight of AML regulatory reports ensuring that are submitted to the authorities in accordance with regulatory requirements and current legislation.
  • Work jointly with the relevant stakeholders to ensure the proper implementation of regulatory changes.
  • Build on the knowledge of latest Anti Money laundering trends
  • Understand MI requirements enough to be able to produce, analyze, interpret MI and provide timely reports.
  • Ensuring compliance of LAM region with HSBC Group company policies and procedures, including regulatory requirements.
  • Support to AML Head on the oversight of any AML-related processes.
  • Collaborate proactively to identify and mitigate the risk of Compliance, monitoring, reporting, certify and promote the culture of Compliance and optimize relationships within and with other teams.
  • Have a good understanding of the Risk Based Approach Methodology to be able to assess the AML risk in all the relevant processes of the Line of Business.
  • Escalate material AML and reputational risks promptly, ensuring senior management has clear options, implications, and recommended actions.

Requirements

    • Strong AML subject matter expertise within a global Financial Institution, with wider Financial Crime subject matter expertise.
    • Strong understanding of AML programmes and frameworks within a global Financial Institution, with wider Financial Crime programme understanding
    • Strong research skills, including scoping, analysis and written presentation for quick-turnaround, medium and long-term projects.
    • Strong understanding and / or experience of financial crime risk stewardship and associated responsibilities within a global Financial Institution.
    • Strong executive reporting experience with ability to use and develop metrics.
    • Strong knowledge of AML regulations.
    • Ability to proactively stay up to date with latest and emerging money laundering risks and threats.
    • Ability to develop efficient and effective solutions to complex operational issues.
    • Strong communication and inter-personal skills.
    • Ability to prioritise conflicting demands and problem solve in a dynamic environment.
    • Track record of resilience and confident challenge when in dealing with stakeholders to influence change with or without direct responsibility for resources or budget.
    • Preferably from the Legal, Economics or Finance background (Bachelor's degree).
    • Political, Social and Economic knowledge of countries that are major players in the global economy.
    • English Language (90%).
    • Desirable AML local certifications issued by the regulator
    • Understanding of the HSBC structure, its business, and HSBC’s corporate culture desirable.
    • Excellent oral, written communication and presentation skills, inter-personal skills and dealing with executives at all levels.
    • Self-motivated, enthusiastic, adaptive, with rapid learning capability; ability to cultivate an environment that supports high employee engagement/motivation
    • Strong understanding of how controls mitigate FC/AML risk and the underpinning activities forming the overall Risk Management framework (control-mitigation and RM framework emphasis).
