Sanctions Analyst

Role Purpose

This position is an analyst position completing Quality Assurance (QA) activities over the Regional Centre of Excellence for Sanctions Alert Adjudication (CoE).

 

The role holder through carrying out their duties are responsible for the first line of defence oversight of Sanctions risk within the Regional CoE.

 

The role holder will:

  • Conduct effective Test of Design investigation
  • Select samples in line with appropriate model e.g. Monthly sample; SQAR
  • Conduct review of each case, ensuring decisions are aligned to QA procedures and QA commentary for decision clearly describes the rationale to support the QA decision
  • Work to ensure individual (your) QA outcomes are aligned across the COE QA team
  • Escalate critical errors through appropriate channels
  • Conduct effective analysis of sampling outcomes and ensure that the key trends in terms of individual staff, themes and issues are identified
  • Write reports that are reflective of the key issues and provide sufficient detail to communicate the context of the issue and support understanding of the issue. 
  • Agree and document the QA recommendations effectively
  • Track QA issues and escalate when appropriate
  • Throughout the above activities consider outstanding Audit findings and Issues identified by QA previously to look for opportunities to obtain evidence to close down those issues
  • Ensure that all communications and interactions with stakeholders foster positive, professional working relationships and support, develop and enhance both QA and the COE’s relationship and reputation

Impact on the Business:

 

The role holder contributes to compliance with HSBC Policy and external Sanctions regulations applicable to the Region through:

  • Effective completion of Quality Assurance on all cases that are subject to QA.
  • Following all agreed processes and procedures; ensuring that all alerts that do not meet agreed standards are identified; with appropriate classification of errors and are escalated when appropriate.
  • Fulfilling required Regional level Sanctions subject matter expertise and assessment.
  • Proactively identify and escalate Sanctions risks within Region.
  • Support and act as an SME for the implementation of globally led Sanctions change initiatives within the Region and more specifically within the CoE.

 

Fulfilling required Regional level Policy management activities:

  • Maintain QA procedures and guidance so they remain up to date and accurate.
  • Ensure all investigations are compliant with HSBC records retention policy.
  • Ensure that all work is completed within agreed SLAs, with appropriate escalation and mitigating actions for items not meeting SLAs.
  • Support the Regional QA Manager in liaising with internal audit and legal teams to identify themes and trends.
  • Where required support in-country QA colleagues whose alerts have not migrated to the CoE.

 

Leadership and Teamwork:

  • Take personal responsibility for training, performance management, career management and succession planning thorough 1:1 sessions with line manager.
  • Ensure development activities are a core priority and ensure reasonable time is taken for learning and developmental activities.
  • Foster positive and professional working relationships within Sanctions Teams at a Country and Regional level.

 

Fulfilling screening and alert adjudication activities:

  • Ensure that agreed levels of all alert types are subject to QA analysis and that any issues are escalated to alert adjudication team leaders and the Regional QA Manager.
  • Through QA analysis help the CoE adhere to Global Sanctions standards.
  • Support the development of Sanctions guidance and procedures for the CoE and Region.

 

Fulfilling required  regulatory engagement and all reporting (internal and external) activities:

  • Ensure availability and retention of accurate and comprehensive QA analysis for all cases that have been assessed.
  • Support Regional QA Manager in the production of related MI and the submission through to the Regional Sanctions team and Country Sanctions Officers.

 

All activities outlined above to be underpinned and integrated with:

  • Act as a point of contact within Region for internal stakeholders for all matters relating to QA, providing specific subject matter expertise.
  • Support the implementation of globally led Sanctions change initiatives within Region in relation to QA.

 

Customers/Stakeholders:

Third line of Defence:

  • Work collegiately with Internal Audit to ensure effective deployment of agreed regional audit strategies, providing support to all Regional Alert Adjudication team actions.
  • Provide support and oversight on the remediation of all Regional QA related Audit findings relating to Region.

 

Operational Effectiveness & Control:

  • Where requested, work with the Regional Policy & Governance Team to ensure that all process and procedure updates are completed within the appropriate documents.
  • Maintain and observe all HSBC control standards including the timely implementation of recommendations made by internal/external auditors and external regulators.

Experience

  • Risk professional with experience in one or more risk compliance roles, to include Sanctions experience.
  • Experience of conducting QA activities in a financial services or risk environment.
  • Knowledge of Sanctions regulations and how they apply to Sanctions screening and adjudication
  • Knowledge of the HSBC Group structure, its business and personnel, and an understanding of HSBC’s corporate culture.
  • Lateral thinker with an ability to identify root cause and develop practical, efficient, cost effective solutions to solve complex issues.
  • Ability to adapt to change and provide input where necessary.
  • Excellent communicator with strong inter-personal and influencing skills.
