The Non Financial Risk (NFR) team is a central control team within Markets & Securities Services (MSS) Operations.  NFR is focused on improving and strengthening MSS Operations control environment with Global and Local initiatives driven out globally, regionally or by the Operational Hubs.   The team also uphold existing internal control principles and processes against internal HSBC Policies and general Operational Risk Controls. 

The NFR team is in charge of providing a 1st Line of Defence risk advice, challenge and operational support to the business over the management of MSS Operations risk and control environment.  The role will be responsible for executing the NFR control agenda for MSS Ops (including Market Operations and Securities Services Operations) - Japan.  

The key activities will include, but are not limited to:

  • Take ownership and manage/lead the risk and control forum of Japan MSS.
  • Supporting local and regional governance and risk/control forums & corresponding Japan MSS Operations related update and reporting
  • Policy and Regulatory guidance for both global, regional policies and local regulations (E.g. FIM and GSM Compliance)
  • Risk event handling and Incident management as independent function among 1st line of defence. This includes reporting stakeholders to grasp the control failure which leads incident independently. NFR provides report and escalation of the incident summary to Sr.management. As post event, provide the root cause analysis and based on that propose remediation plan which needs to be carried out independently.  Monitor the implementation of management action plans to ensure timely remediation and enhancements are incorporated in the control environment
  • Conducting regular testing / control review independently
  • Be the coordinator for internal and external audit activities
  • KRI Monitoring. Review KRI item periodically to ensure items are adequate to capture the risk based on the business activities.

  • Connect with regional/global MSS Operations NFR team for escalation, knowledge sharing, read across/lesson learnt exercises, control related exercises, etc.
  • Work closely with line team, risk stewards and control owners to identify potential issues and weaknesses, and improve MSS Operations control environment before incidents/issues happen.
  • BIRO and Data Control related task

 

The role holder should be proactive and have experience in a control function as well as having a good product  knowledge of either Markets or Securities Services Operations and processes. They must be able to understand risks associated with these processes

 

Principal Accountabilities:

Impact on the Business

  • Control Framework – providing line of site of risks and issues. Being seen as a true partner by MSS Operations, supporting them to effectively manage their risks and issues, yet at the same time delivering NFR global strategy and framework. Ensuring that the control framework is fully embedded and operating to maximum effectiveness.
  • Control Culture - partner with MSS Operations, driving a culture of risk awareness and adherence. By fully embedding the control framework, developing stakeholder engagement and raising the profile of MSS Operations NFR team, the incumbent will need to assist in delivering a positive control culture. To do this the existing training and development agenda will need to be enhanced and delivered, as will the sharing of best practice and standards through appropriate forums. Managerial accountability must be improved as a primary goal as well as general staff knowledge and practice.

Knowledge & Experience / Qualifications

  • Solid skills and knowledge in MSS product and operational risk and control
  • Analytical mind with excellent judgement and decision making skills to identify exceptions in process handling
  • Good understanding and working knowledge of either Markets or Security Services operations; or preferably both
  • Strong written and verbal communication skills with the ability to communicate complex issues clearly
  • Proven ability in problem solving and prioritization skills. Able to multitask under pressure
  • Ability to drive out details and question procedures employed to deliver quality services
  • Organised, adaptable and self-driven to achieve collective information from subject matter experts
  • Excellent team player with a self-motivated attitude and ability to think/ act independently.
  • Japanese language capability in writing, reading, speaking at business level is preferred
