Job Profile
The Country Head of Procurement will be located in a Procurement function with the principal accountability for all in-country Procurement activities and the country pipeline of savings opportunities.
This Job may have direct reports, including Sourcing, Third Party Management, Procurement Operations or Accounts Payable staff.
Key responsibilities may include the following:
- Work with stakeholders and category managers to develop a pipeline of opportunities and projects, which may be global or local
- Ensure the delivery of sourcing projects in accordance with the Category and Commodity plans
- Apply deep sourcing knowledge in the execution of these plans across all category areas whilst ensuring the risks associated with the purchase of goods and services are mitigated commercially, contractually and operationally
- Develop and manage senior stakeholder relationships and lead the business in their approach to maintaining and leveraging value in their supplier relationships
- Identify and deliver post contact value opportunities through working with business third party engagement managers and the supply base
- Oversee team of operations colleagues to deliver Accounts Payable and Procurement Operations for the market to drive timely and effective operational service delivery such as invoice processing, T&E processing, operational procurement, and transactional sourcing.
- Drive increased productivity and reduced operational costs through implementation of standardised processes
- Ensure the implementation, maintenance and communication of accurate management information
- Continually assess the operational risks associated with the function and inherent in the business.
- As the BPO provider service delivery lead in country, work with BPO provider to ensure a successful running of BPO related tasks for the market, providing insight to the BPO provider on how the country operates and any local challenges or differences, reviewing SLAs, KPIs and quality of output from BPO provider providing feedback to remediate any metrics below the required limit.
- Manage related local projects requiring detailed review, working with other departments and coordinating user requirements and recommendations for quality and productivity improvements.
- Support development and implementation of system changes.
- Engage with Regional and Global team to drive increased productivity and standardization in country operation.
Accountabilities
- Active and engaged member of the Japan Chief Operating Officer (COO) senior leadership team. Provide leadership driving the people agenda, developing/influencing and role modelling the HSBC values.
- Define and execute HSBC’s global Procurement strategy, aligning with regulatory expectations and business goals.
- Develop strong advisory relationship with the Chief Operating Officer and Chief Executive Officer for Japan as well as leaders across Business and Infrastructure teams.
- Engage with industry bodies to shape and influence resilience standards and emerging risks.
- Drive the development and adoption of technology techniques to enhance the bank’s approach to first class procurement services.
Leadership:
- Strong leadership, stakeholder management, resilience and influencing skills, outstanding interpersonal and communication skills with a proven ability to communicate effectively and confidently at all levels; imperative to navigate Business and Infrastructure stakeholders to achieve the required outcomes.
- Cultivate a positive controls culture across the Japan COO leadership team and across the franchise to continuously increase risk and control awareness and capability
- Role modelling a positive work culture based on respect for people, integrity of actions, creativity and collaboration leading to increased productivity
- Proven ability in developing and managing high performing teams with clear vision; focused on orchestrating the strategic change agenda and driving tangible customer outcomes

- The job holder will continually reassess the operational risks associated with the role and business area, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructuring, and the impact of new technology.
Observation of Internal Controls
- The role holder will adhere to, and be able to demonstrate adherence to, internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.
Qualifications
To be successful in the role, you should meet the following requirements:
- Business level verbal and written communications skills and reading and writing documentations required in both English and Japanese.
- Excellent interpersonal and people management skills. Ability to manage team (both inhouse and outsourced) and stakeholders
- A comprehensive understanding of the procurement function and end to end processes. Ability to understand and independently handle new and existing systems and processing of Source to Contract and Procure to Pay.
- Ability to work independently, interact with stakeholders within the HSBC in Japan, Regional Office and other countries
- Consultative and client-centric approach in service delivery, supported by strong problem solving skills
- Highly adaptable and be able to work in a dynamic working environment with a strong drive and be able to work under pressure
- A high degree of professionalism and tact in handling sensitive situations
- Preferred: Comprehensive understanding of how banks operate, key challenges and risks faced in the operating environment.
