We’re currently seeking an experienced professional to join our team in the role of Formal Orders Manager.
The Formal Orders Manager is a pivotal, high-visibility risk and control role accountable for coordinating and assuring HSBC’s responses to Formal Order requests, ensuring submissions are accurate, complete, secure and delivered within agreed SLAs.
The role partners closely with Legal, external agencies and senior CIIOM (Channel Islands & Isle of Man) stakeholders to collate, review, protect and produce compliant data packs, and maintains effective processes, controls and monitoring to identify and mitigate regulatory, operational and data risks.
Supports the Money Laundering Reporting Officer (MLRO) and Deputy MLRO (DMLRO) across Anti‑Money Laundering (AML), Counter‑Terrorist Financing (CTF) and broader Financial Crime Risk. Ensures activities align with applicable legislation and HSBC Group policies and procedures, acting as the business subject matter expert (SME) and control owner for the Formal Orders process. Provides regular reporting and updates through governance forums, with indirect oversight of the offshore Global Service Centre (GSC) fulfilment team. Partners with the Head of Data and the Cyber, Information and Technology Risk Office (CITRO) to set process strategy and drive performance.

In this role you’ll:
- Manage Formal Order cases end-to-end, ensuring responses are accurate, complete, secure and delivered within binding timelines/SLAs.
- Collate, review, protect and prepare data/document packs for validation and submission to authorities.
- Act as the primary business point of contact for complex Formal Order queries; seek guidance from Legal and 2LoD as required.
- Provide a tailored case management service by liaising with HR, Legal and 2LoD to progress requests efficiently.
- Maintain effective working relationships with the JFIU, Attorney General’s Office, Income Tax Authorities and other agencies; confidently negotiate scope and challenge unreasonable timelines in a professional, constructive way.
- Act as escalation point for colleagues provide guidance case-by-case, share knowledge, and help upskill business teams.
- Provide visibility to the Risk owner on the control effectiveness, KCIs, impacts and risks related to the Production Orders. This is achieved by being the CIIOM Formal Order Control Owner, supporting the resolution of any MSIIs and managing the control effectiveness.
- Provide operational oversight of offshore GSC fulfilment activities to support overall case delivery and capacity management.
To be successful in this role you should meet the following requirements:
- Proven experience working within a relevant risk or control environment such as compliance, financial crime or investigations support with exposure to handling formal or time‑critical information requests
- Strong understanding of risk and control discipline, issue management and operating within risk appetite.
- Confident stakeholder management and influencing skills, able to work effectively with senior internal stakeholders and external authorities.
- Calm under pressure with ability to work to high demanding deadlines
- Strong written and verbal communication with high attention to detail and data handling discipline.
- Experience working with onshore/offshore/outsourced teams is beneficial
