We are currently seeking a high calibre professional to join our team as a SVP, Programme Mgr, HTS - CD.

 

Market AI Governance and GCOO Data lead (GCB4)

The role has dual responsibilities associated with two key overlapping and evolving risk areas, Market level AI governance across all entities and data risk leadership for Group Chief Operating Office (“GCOO”) functions in Singapore.  The role will sit within the Transformation function, with accountability to CDAO for Market AI Governance and GCOO data risk. The role provides an opportunity for the right individual to develop expertise in two key risk areas, to develop their profile/ network across the market and GCOO and to evolve the role and responsibilities and function.

 

Lead Market Level AI Governance

 Key Responsibilities include:

  • Lead regular engagement with GBGIs AI Leads with respect to their  AI use case pipeline for Singapore and any required market level governance steps e.g. FEAT Review. Track progress. Offer guidance to use case owners and escalate at the Singapore AI Oversight Forum (SAIOF) if/when necessary.
  • Coordinate and oversee the Singapore AI Oversight Forum: Prepare meeting materials, uphold the Terms of Reference, document minutes, and monitor action items. Facilitate follow-up discussions as needed.
  • Collaborate with Group/Regional Responsible AI team and other governance owning teams: Lead (as appropriate) any specific market level risk mitigation actions and monitor progress of gap analysis efforts/ remedial work regarding AI governance changes owned by Group Responsible AI Team and other governance owning teams. Communicate regulatory changes and external industry initiatives e.g. Mindforge, AIVerify to key stakeholder teams
  • Partner with Risk stewards (inc. MRM, Cyber, Data, Resilience, Third Party) to coordinate, assess and address any market level AI governance requirements including any gap analysis for the market relating to AI guidelines, external regulatory guidance
  • Maintain and update the AIOF Confluence page and tracker for Singapore-relevant GB/GI use cases : Manage the AIOF confluence page, shared mailbox, handle business correspondence and ongoing cataloguing of those AI uses cases that are live or planned for launch in Singapore and their FEAT review statuses
  • Lead 1LOD response to regulatory or audit requests for information, inspections working with GBGI AI representatives
  • Lead development and delivery of AI governance updates and talking points to senior management and Board 
  • Participate in external Industry initiatives associated with AI Governance,  representing HSBC and coordinating the contribution of other internal local and Group Subject matter experts

 

GCOO Data Leadership

The role will be responsible for leading data strategy and control execution across GCOO sub functions working with key points of contact within each team and, where different, designated Data Records Coordinators (DRC) who are responsible for execution within their teams. The role will require close collaboration with Singapore CDAO and other GBGI data leads given cross GBGI coverage of GCOO.

 

Key responsibilities will include:

  • Lead the cascade, communication and embedding of data strategy, data governance practices, control design and monitoring requirements across GCOO working with designated team representatives.
  • Lead GCOO actions to reduce data risk which may include projects to address root causes, simplify and/or automated processes
  • Represent GCOO at governance and oversight forums including Data Quality Working Group and Country Data Executive Council and GCOO data risk at GCOO RMM
  • Work with designated GCOO team representatives to implement and execute locally owned data controls with applicable business process owners; track and monitor effectiveness
  • Communicate and consult on oversight and monitoring methodology for EUCs used within GCOO; regularly follow-up with GCOO GBGF Data Reps for any metrics.
  • Have oversight for Data quality/ incidents/ monetization across GCOO, working with GCOO team representatives who have execution responsibility, ensuring appropriate capture investigation and resolution of data quality issues
  • Coordinate and/or provide responses to regulatory RFIs and audit requests from GCOO
  • Manage and coordinate GCOO's engagement and participation in data roadmap initiatives e.g. CDMS

 

Project Management

The role will support the wider team in Project Management and Transformation initiatives

  • Project Initiation and Planning, change implementation, proactive risk management and Stakeholder engagement as required to support the wider team

 

 Requirements:

  • University degree in technical discipline e.g. Statistics, Data Science, Computer Science, Information System, Engineering or other compensating post graduate experience
  • Extensive banking experience preferably in one or more of the following areas ; data management, risk and controls, 1st / 2nd line governance and oversight; Technology project management
  • Excellent collaborative, organizational, problem-solving skills
  • Flexibility to work across teams and regions while maintaining an enterprise-wide perspective.
  • Demonstration of commercial awareness and critical reasoning with strong financial acumen.
  • Proven ability to build and maintain trusting relationships with senior stakeholders and business sponsors.
  • Effective verbal and written communication, experience in managing broad stakeholders and cross-functional project / teams, and strong influential & presentation skills
  • Experience in agile working & project delivery, comfortable with working in fast-changing and complex environment
