This role will own the US Entity’s governance and reporting responsibilities, ensuring that operational resilience is established as a management and cultural priority. The role holder will be responsible for appropriate reporting across governance channels across, which includes defining and maintaining Management Information for regular reporting, supporting the preparation of governance documentation, including the Entity Level Self-Assessment, ensuring appropriate levels of support for Regulatory exams and updates, meeting 3 LOD (Line of Defense) review requirements and maintaining oversight over effective execution of the annual milestone deliverables.
The purpose of the US Operational Resilience Program is to make sure HSBC is equipped with a coherent program supported by the tools to enable it to understand and operate within Global Risk Appetite and effectively manage the overall risk position. The Program seeks to strengthen the resilience culture across the organization through driving consistent risk management practices through Resilience by Design (RbD) across our businesses and functions at a US market level. Effective resilience practices enable the bank to grow safely, be forward looking, and meet its strategic objectives.
The role holder will be the primary point of accountability for active Management over Operational Resilience delivery. The role holder will have responsibility for:
- Shape how HSBC Bank US (HBUS) defines and implement a robust approach to building operational resilience. This will include influencing senior stakeholders across all lines of business to implement new ways of working, strategic tooling and data reporting requirements, and ensuring our operations are Resilient by Design (RbD)
- Oversee the ongoing identification and annual review and refresh of the list of US IBS (Important Business Services) in alignment with Group principles and prioritization criteria
- Manage and maintain documentation outlining the customer value chain for US IBS
- Document and maintain impact tolerance statements for each US IBS, to accurately represent the point at which intolerable harm would be caused
- Manage the documentation of, and annual review process for process delivery maps to understand how US IBSs are delivered, and catalogue dependencies
- Refresh and maintain the BSO (Business Service Owner) Incident Management Checklist for HBUS, reflecting any changes to Group guidance, and ensuring this is understood and effectively implemented within US markets
- Oversee the vulnerability management process. Ensuring that any vulnerabilities to US IBS resilience are comprehensively identified, as well as monitored, managed, and tracked to completion
- Identify common resilience themes at both a Group, entity, or market level to understand concentrations of vulnerabilities, or requirements for uplift, and provide flexible support for remediation activities.
- Anticipate likely disruption scenarios through effective threat assessments, evidencing HSBC’s resilience and continuity planning across disruption scenarios and regions
- Monitor risk events for potential trigger events, providing oversight to First Line reviews of documentation post trigger event and incident
- Lead on Market Level Self-Assessment compilation in preparation for Board presentations
- Provide input into resilience thematic reviews where required and impacting our resilience, continuity and recovery capabilities
- Develop documents and provide guidance on the scope, metric definition, and calibration of qualitative statements and qualitative metrics for Operational Resilience
- Produce periodic ad/ hoc reporting and MI on the resilience of US IBS’s
- Provide ad hoc support as required to support the execution of a local incident response
Qualifications:
Technical
- Good understanding of regulatory standards and concepts within Operational Resilience, IT Risk Management, Business Continuity, and/ or Enterprise Risk Management.
- Experience working within Operational Resilience, Risk, Technology, or Controls monitoring
- Experience developing, implementing, and maintaining business continuity plans and strategies
- Experience in identifying, assessing, and mitigating operational risks that could impact business continuity
- Proven ability to coordinate cross-functional projects and work with various departments and stakeholders to enhance resilience
- Strong interpersonal and communication skills with a proven ability to communicate effectively and confidently at all levels across diverse teams and across different cultures
- Ability to analyze data, identify trends and make data-driven decisions
- Strong communication skills, and an ability to influence senior stakeholders
- Ability to manage change and drive organizational transformation to enhance control and compliance

The final fixed pay offer will depend on the candidate and a number of variables, including but not limited to, role responsibilities, skill set, depth of experience and education, licensing/certification requirements, internal relativity, and specific work location.
