The role holder will lead the U.S. Regulatory Reporting and RWA maintenance and change delivery programs, ensuring end-to-end delivery from change initiation through design, build, testing, implementation and benefits realization.

The role is accountable for maintenance of applications owned by U.S. Regulatory Reporting and delivery of regulatory reporting change driven by Basel III reforms and ongoing regulatory developments issued by the Federal Reserve Board (FRB), the Office of the Comptroller of the Currency (OCC), and the Federal Deposit Insurance Corporation (FDIC) (collectively, the “US Agencies”). The role will ensure impacts to calculations, processes, data sourcing, controls, and regulatory deliverables/submissions are assessed, governed, delivered and embedded sustainably.

 As part of the Regulatory Reporting Value Stream, the role holder leads delivery of Prudential Regulatory Reporting projects, including US contribution to PRA RWA, and is ultimately accountable for successful delivery outcomes, including adherence to Group standards, upstream data sourcing and integrity of regulatory reporting controls.

As our US Head of Regulatory Reporting Change Delivery, you will:

Change delivery leadership (end-to-end)

  • Partner with the US Head of Regulatory Reporting and the Global Head of Regulatory Reporting Change Delivery to drive effective prioritization and secure appropriate funding for the regulatory reporting change portfolio
  • Lead the regulatory reporting change portfolio for the US, translating regulatory requirements into executable delivery plans and measurable outcomes
  • Oversee the entire assigned project lifecycle, ensuring alignment between technical implementation and strategic business goals, delivered on time and within approved budget
  • Drive adoption of new ways of working for change activities and encourage adoption of new technology within reporting teams

Business analysis, requirements and solution shaping

  •  Deliver and/or assure high quality business requirements, process design documentation, cost-benefit analysis, and clear choice estimations
  • Liaise between business and technology partners to ensure:
    • requirements are translated in a way well understood by technology teams; and
    •  technology solutions are understood by users and meet business needs.
  •  Work closely with Business Partners, SMEs and Finance Operations teams in the definition, testing, training, implementation and support of functional requirements (including highly complex technical and non-technical change)

Data integrity, controls and regulatory reporting quality

  • Validate the integrity and quality of inputs and data sources used for the regulatory reporting process including US contribution to PRA RWA reporting
  • Monitor progress of data quality issue remediation plans
  • Identify initiatives to establish a more effective control environment supporting integrity of results and resilience to review by senior management and internal/external audit
  • Work with Finance and IT teams, data officers, process owners and data input owners to ensure risks inherent in each process/system are identified and managed through effective controls
  • Document business process controls and ensures full syndication/approval from Risk Stewards, Risk Owners, Controls Office, and Control Owner
  • Lead internal and external audits and assurance reviews relevant to regulatory reporting change delivery

Governance, stakeholder management and communication

  •  Build and maintain strong relationships with key stakeholders, including the US Head of Regulatory Reporting and the Global Head of Regulatory Reporting Change Delivery, to align priorities, secure funding, and drive timely decisions across the change portfolio
  •  Lead the governance cadence, including planning, running, and documenting Steering Committee meetings, ensuring clear actions, ownership, and follow-through
  •  Prepare executive reporting to keep management apprised of project status, major issues, scope/resource changes and milestone achievement, and present in relevant governance forums
  •   Ensure requirements coming from multiple areas are aligned and conflicts are resolved effectively
  •   Build trusting relationships with internal customers by consistently eliciting requirements that meet and deliver to business needs
  •   Proactively interact with delivery partners (Service and Software Delivery) to ensure business needs are met while understanding technical implications

Standards, compliance and operational risk

  •  Adhere to project management methodologies and manage projects in accordance with Group Standards
  •  Maintain HSBC internal control standards, including timely implementation of internal and external audit points and issues raised by external regulators
  •   Ensure business changes delivered through projects maintain internal and external compliance by involving Compliance officers within project teams and obtaining appropriate approvals
  •   Continually reassess operational risks considering economic/market conditions, legal/regulatory requirements, operating procedures, management restructurings and new technology impacts

Leadership & Teamwork 

  • Be responsible og  efficient project execution and facilitation of meetings; form project teams and guide them through delivery
  • Deal with complex business needs and/or compressed deliverable dates
  • Seek ways of improving work processes
  • Willing to take on additional tasks/duties as needed

You´ll likely have the following skills to succeed in this role:

Essential

  •  Undergraduate degree in Computer Science, Business Administration, or equivalent business experience in a related field
  •   Strong knowledge/experience in Basel capital requirements calculation and financial/regulatory reports
  •  Strong understanding of project lifecycle and methodologies, especially Agile
  • Strong analytical, interpersonal, presentation, written and verbal communication skills
  •  Ability to work independently and manage multiple technical and/or non-technical projects
  • Strong facilitation and leadership skills; confidence working with senior management

Desirable

  • MBA, CA, CWA, CS, CPA, CFA or Project Management certification
  •  Experience in Basel Capital Requirements / RWA, especially derivatives (CCR)
  •  Treasury operations and/or Capital, Liquidity and Interest Rate Risk Management experience
  •  Experience working cross-border in a multinational organization
  •   Financial product knowledge; data management and analysis
