The US and Americas Head of Finance NFR is responsible for ensuring the effective management of Non-Financial Risks (NFR) across the US and Americas Finance function. Finance NFRs include, but are not limited to, Financial Reporting Risk, Regulatory Reporting Risk, Model Risk, Data Risk and People Risk.
This is an important executive leadership role which will drive the enhancement of the control environment in the light of increasing regulator and Board scrutiny of our reporting and controls. Both the US and Mexico have active regulators who expect and enforce high standards of controls, in particular, with respect to Regulatory and Financial Reporting.
Key functions within the NFR team include Sarbanes-Oxley (SOX) Governance, Finance Assurance, and Targeted Transaction Testing.
The US and Americas Head of Finance NFR is specifically responsible for ensuring the adequacy of the SOX framework for HSBC USA Inc, as well as the effectiveness and assurance over the SOX controls within the US and Americas that support the HSBC Holdings plc SOX framework.
As our Head of Finance Non-Financial Risk (NFR) Americas you will:

Manage relationships with key internal and external stakeholders. These include the US and Americas Finance Leadership Team, senior management in Global Finance, Enterprise Risk Management, Internal Audit, External Auditors and regulators

Have significant governance responsibilities and will be required to provide insights on remediation, uplift and maintenance of the control environment, to the relevant Disclosure Committees, Audit Committees, and the US and Americas Finance Leadership Team

Manage a team of risk management experts across multiple locations and will need to strategically manage this team to best support NFR management, including consideration of location strategy and changes to structure required to support regional priorities. The role holder is also a key leader within the broader US and Americas Finance team and is required to promote desired behaviors, appropriate tone at the top and drive a positive risk culture
The specific responsibilities of the role include:

Provide strategic direction and support to the US and Americas Finance management team on the effective management and ongoing enhancement of the NFR risk profile of the Finance function

Support Risk Owners in the management of all relevant NFRs. This includes providing subject matter expertise, advice, guidance for execution of Risk and Control Assessments (“RCAs”), setting appropriate Control Monitoring Plans (“CMPs”), and challenging the adequacy of existing controls

Work with Risk Owners and other Business and Function leads to understand the impact of emerging risks or the aggregation of risks that may require changes to controls, resources and business operations to ensure they remain within appetite

Support Control Owners to avoid poor, inefficient or excessive controls and advise on the design and implementation of control monitoring to confirm it is fit for purpose

Support and guide management in the NFR assessment of relevant material change programs, including the setting of appropriate milestones and allocation of resource for controls related outcomes

Oversee the delivery of the regional assurance plan in collaboration with the Group Finance Assurance team and in accordance with the plans agreed with the Financial Reporting and Tax Risk Stewards

Lead the delivery and management of all SOX activities in the region according to Global SOX framework (and local SOX framework as applicable). Report and escalate to Group SOX for matters in relation to Group SOX compliance and through appropriate local governance for entity specific SOX compliance

Review of Account Reconciliation Completion Certificate (“ARCC”), supporting the development of actions for thematic issues and escalations to local management

Together with the Risk Stewards, define the Financial Reporting and Tax Risk Appetite Statements (“RAS”) including key management information, and obtain approval through local governance
-
Lead regional regulatory reporting-focused targeted transaction testing (“TTT”) activities in coordination with the Integrity of Regulatory Reporting (“IRR”) Program
Governance and Committee Attendance
The role holder will be responsible for appropriate risk management governance within Finance, and will be a key member of senior governance forums and Committees as requested by management. These include:

The role will closely work with the regional stakeholders e.g. CFO, Financial Controller, Treasury and Business Finance teams, as well as regional Risk Stewards and NFR management teams in other functions

The role holder will work closely with the HBEU/CIB and Group Finance NFR teams and Senior Finance Management

Provide support and oversight to ensure controls/procedures are designed effectively and operate robustly such that they meet internal and external audit and regulatory expectations

Anticipate, identify and mitigate operational risk in an appropriate, cost-effective manner

Ensure that activities and processes are embedded into the SOX and operational risk frameworks

Continually drive standardization and effectiveness within the team, eliminating inefficiencies wherever possible

Observation of Internal Controls:

Maintains HSBC internal control standards, including timely implementation of internal and external audit points together with any issues raised by external regulators

Complies with Group Finance Functional Instruction Manuals and Group SOX requirements and enforces reporting sites’ compliance with certain areas of the required internal controls

The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators
The final fixed pay offer will depend on the candidate and several variables, including but not limited to, role responsibilities, skill set, depth of experience and education, licensing/certification requirements, internal relativity, and specific work location.

Experience in a leadership role within a global financial services firm

Strong understanding of control frameworks, risk management, and how to implement and maintain an effective control environment in practice

Strong understanding of key Finance processes such as Financial Reporting, Regulatory Reporting and Treasury processes

Ability to develop effective working relationships with stakeholders of different seniority and geographical locations and deliver key messages to all audiences

Ability to manage a SOX program within a global financial services firm
