Group Risk & Compliance takes a comprehensive view of risk for the Group, playing a key role in helping the bank to deliver on its strategy.

  • Compliance exists to protect our customers, the organisation and the integrity of the financial markets in which we operate

 

Risk & Compliance comprises a number of specialisms and includes Regulatory Compliance which exists to protect our licence to operate, our customers and the integrity of the financial markets.  

 

The role is within the Global Regulation Management team in Group Regulatory Compliance, which is responsible for owning the processes, operating models and infrastructure to support HSBC’s regulation management landscape. Regulation Management provides the foundation for demonstrating compliance with regulatory requirements across HSBC group-wide through its technology platforms and the management of HSBC’s inventory of rules, regulations, and laws for its license to operate.  Regulation Management works across the Group, engaging with Risk Stewards (global and regional), Enterprise Risk Management, Regulatory Excellence, Group Legal, Group Internal Audit, Assurance, and regulatory change programmes such as the Sustainability Execution Programme (SEP) and IRR.    

 

We are currently seeking an ambitious individual to join our team as a Senior Manager, Regulation Management working together with colleagues to define, manage and achieve divisional business targets.

 

Reporting to the Head of Regulation Mapping, the Senior Manager, Regulation Management will play a key role in supporting the Global Regulation Management team with delivery of the regulation management services listed above. The role requires deep financial services and subject matter knowledge, understanding and experience of regulations impacting businesses, an understanding of the financial services regulatory landscape in different locations, understanding of key regulatory issues and understanding of risk management, policy and control frameworks. Technical abilities relevant to specific industry or regulations will be critical and experience across multiple risk disciplines is advantageous. The role requires engagement across senior levels of the organisation both at a global level and with stakeholders in different regions and countries and as such communication, problem-solving, influencing skills are considered key competencies for this role.

 

Specific responsibilities expected of this role include, but not limited to:

 

  • Providing subject matter expert engagement with regions, countries, business lines, functional areas, risk stewards on regulation management capabilities
  • Support the embedding of processes enterprise-wide for regulatory change horizon scanning and oversight of implementation of regulatory change, regulation mapping, and regulatory reporting inventory work, as required
  • Designing the target end state (TES) regulation management vision to deliver a transparent, integrated and traceable view of regulatory obligations to policies and controls and risk management activities.
  • Engagement on the TES design with a wide range of stakeholders across the 3 lines of defence and with Enterprise Risk Management and other senior stakeholders
  • Working collaboratively with Transformation, Technology, Architecture and other partners to deliver the TES vision, capabilities and solutions
  • Defining the operating model and roles and responsibilities across the 3 lines of defence for regulation management in the target end state
  • Defining appropriate business outcomes and key results for the TES capabilities

 

To be successful in this role you should meet the following requirements:

 

  • Significant experience gained from working in managing Banking Compliance, Risk Management, Regulatory Compliance, Compliance Assurance/Audit, financial services consultancy or at a regulator. Experience of operational risk management and risk management frameworks is advantageous
  • Excellent understanding of Transformation, change management and technology particularly as it relates to risk management
  • Excellent written / drafting skills – the ability to articulate complex issues in plain, succinct English.
  • Excellent communication, presentation and inter-personal skills, with experience of dealing with regulators and executives at all levels, including the capacity to persuade and influence, and to challenge, ask the right questions, be persistent, give and receive feedback positively, and collaborate effectively
  • Sound judgment and problem-solving skills, ability to think laterally, good quantitative and qualitative analytical skills and high level of professional and personal integrity.
  • Ability to lead change, contributing to, and joining up with the other teams in Risk and the Functions globally

 

The base location for this role can be London, Birmingham or Edinburgh – Hybrid working
