The Financial Crime team in HSBC Innovation Banking (UK) (HINV) is the second line of defence team responsible for ensuring the firm’s adherence with Financial Crime policies, procedures and controls, the Risk Management Framework (RMF) and UK regulatory requirements. The team covers Anti-Money Laundering, Counter-terrorism Financing (CTF), Sanctions, Fraud, Anti-Bribery and Corruption and Tax Evasion.

This role sits in the Risk Advisory team, reporting to the Deputy MLRO and as a Senior Manager they are expected to promote a collaborative culture to managing Financial Crime across the three Lines of Defense. The Risk Advisory team provides subject matter expertise and guidance to the business to drive effective AML/CTF, ABC, ATEF, Sanctions and Fraud risk management. The team also cover financial crime related regulatory change, financial crime model risk management and product reviews. As part of the Risk Advisory team, this role will focus on part of the FC Risk Taxonomy, as agreed with the DMLRO but will support across the team’s remit as needed. The Role holder will act as the primary Risk Steward for Fraud, covering the 4 different fraud risks we steward; Payments, Card, First Party Lending Fraud (1PLF) and Staff.
What you can expect to be doing:
Provide balanced, constructive and objective advice to 1st line risk, control and process owners and the wider first line team on the specified area of expertise of financial crime risk management, challenging processes and practices that limit our ability to effectively manage risk
Responsible for Risk Steward oversight of the Fraud Risk and controls by providing effective review and challenge of financial crime priorities such as risk appetite setting and monitoring, policy compliance monitoring, risk and control assessments, scenarios, events and issue management and regulatory reporting. This is to be done according to the standards set out in the Risk Steward TUG, including within SLAs where stated.
Build and maintain knowledge on Fraud Financial Crime Risk Models and controls.
Stewardship of Control Monitoring Plans and either undertake assurance or liaise with the relevant 2LOD assurance team to have the testing performed.
Represent the DMLRO/MLRO in committee and business meetings as needed.
Lead the production of analysis, provide insight and work with the Oversight team to draft reports on the risk and control profile for the Risk Steward as well as any required risk committee reporting.
Make decisions on behalf of the MLRO, within agreed levels of delegated authority, for example in relation to RCA reviews.
Requirements:
Prior relevant experience in a financial crime role, ideally with experience in the second line of defence
In-depth knowledge of all/most fraud risks and the UK regulatory requirements
Strong understanding of the UK’s regulatory expectations (FCA) and international framework (e.g. FATF, Wolfsberg, sanctions, etc)
Demonstrable experience providing advice 1LOD teams, including senior stakeholders
Skilled at reviewing and challenging proposed controls, policies, and processes
Experience supporting design and enhancement of financial crime frameworks
Ability to input to and influence bank-wide or HINV owned initiatives and ensure HNV risk are adequately considered.
Comfortable overseeing effectiveness of controls, reviewing risks assessments and interpreting risk indicators or MI
