Role Overview
The HSBC Markets & Security Services Business is one of the largest of its kind in the world. It combines sophisticated 24-hour global coverage with a detailed knowledge of local markets.
This role sits within our MSS Operations Strategy and Change, Trade & Transaction Reporting (TTR) team and is responsible for the management of programmes within the global portfolio. The role-holder will be a key player in this large-scale global regulatory portfolio and will work closely with Technology, Operations, Regulatory Compliance, Non-Financial Risk (NFR) and other stakeholders in multiple locations to ensure successful delivery of the agreed outcomes.
The role will require comprehensive and proven programme and project management skills, developed over a number of years, likely supported by a professional accreditation in the field. Responsibility for managing multi-year programmes with annual budgets in excess of $10m in the financial markets regulatory sector, with at least 2-years in Trade and Transaction Reporting will be essential. Senior Stakeholder management and communication will be second nature, as will the ability to produce and manage effective communication and stakeholder plans.
This role will be based in London.
Job Purpose
As the TTR Senior Delivery Manager, you will directly manage programmes (e.g. regional) within the global TTR portfolio (currently consists of 7 programmes). The TTR portfolio is responsible for delivering solutions to meet Trade and Transaction Reporting requirements from G20 regulators, as well as service enhancements and the management of platform risk. Projects are often required to be delivered to a fixed compliance date and require initiation and mobilisation whilst regulatory requirements remain draft, and a level of ambiguity still exists.
As a senior position within the TTR Strategy and Change team, in addition to programme delivery responsibilities, the role holder will be a key contributor to the evolution of the change team and its capabilities, including the adoption and incorporation of AI tooling within the process.
The role will act as a deputy for the TTR Strategy and Change Lead, as required, and consequently will need to have an understanding of the wider programme context, in addition to their own immediate responsibilities, and the ability to communicate on behalf of the programme, with confidence, in senior leadership forums.
Line management of Project Managers will be required over time and the role holder will be required to provide leadership, performance management, act as mentor and provide a development path for their team.
Being familiar with G20 TTR regulations the role holder will working closely with internationally based colleagues across the Business, Regulatory Change, Technology, Operations, Regulatory Compliance, NFR and other areas critical to delivery.
The key responsibilities include: -
- Working with MSS Operations, Business, Regulatory Oversight, IT, NFR and Compliance to assess the impact of new TTR regulatory changes.
- Scoping, forecasting and managing demand for the book of work as part of the annual budgeting process.
- Prioritisation of your TTR programme’s book of work in-line with regulatory commitments, stakeholder demand, budget, resource availability, global programme objectives and constraints.
- Oversight, and management of your TTR book of work to scope, quality, schedule and cost parameters agreed with TTR stakeholders and the TTR Regulatory Change Lead.
- Securing commitment from teams and workstreams contributing to the programme outcomes and overseeing their delivery and control.
- Producing and maintaining plans, RAID, cost control, resource forecasts, status reporting, governance materials, specifications, and other change artefacts in-line with the HSBC change framework.
- Orchestration and running of book of work and project governance forums in order to brief senior stakeholders and secure project decisions where required.
- Maintaining a clear and objective view on book of work and programme status with associated status drivers and path to green.
- Line management and mentorship of members of the TTR change team, including Project Managers.
- Deputising, as required, for the TTR Change Lead to represent the views and interests of the programme.
- Champion continual improvement within the programme by challenging the status quo and introducing best practice process, including the adoption of AI tooling.
Principal Accountabilities: key activities and decision-making areas
- Acts as a change leader within the programme and wider Strategy and Change team.
- Plans effectively around delivery constraints and optimises the plan to maximise benefits and minimise risk.
- Actively supports and controls change within the book of work and project plans, handling changes as they arise and keeping stakeholders focused on the agreed change outputs and benefits.
- Proactively supports development of performance metrics and measurements and dictates improvement plans to track and drive on time delivery and adherence to budget.
- Supports the articulation to stakeholders of the targeted benefits.
- Supports the implementation of the change, to ensure business benefits are realised and a smooth transition from current to target state.
- Plans and analyses costs, tracking operating and capital spend against project Terms of Reference commitments.
- Influence and collaborates with key stakeholders and business partners, building strong relationships to ensure consensus and influence change outcomes. Fosters open and honest communication which anticipates stakeholder expectations.
- Anticipates and identifies existing or emerging risks/issues. Supports the tracking of strategic risks / issues / dependencies, supports impact assessment on the benefit realisation for the programme and takes action to minimise impact
Leadership & Teamwork
- Works with the global programme team and delivery partners to ensure adequate resource is available within the programme.
- As a role model, encourages collaboration and team work within the programme and with other teams.
- Able to form and matrix manage effective global and multi-disciplinary teams.
- Drives a performance management based culture to improve and drive efficiencies and performance including the effective management of underperformers.

Operational Effectiveness & Control:
- Aligns the book of work with the directives, processes and priorites of the global TTR programme.
- Provides clear, accurate and timely status reporting to global programme with effective escalation of RAID items where required.
- Manages and reports on resource requirements and usage, and financial forecast, acting on any variance and promoting good budget control across the programme’s projects.
- Manages and reports project risks, issues and dependencies, promoting good risk management across the programme.
- Maintains change control on the book of work, ensuring any changes to baseline are managed through the change request process.
- Engaging the sponsor and stakeholders effectively.
- Promotes and takes accountability for quality of projects within the programme; identifies opportunities to improve delivery and oversees the governance process to reduce risk and ensure effective and timely decisions.
- Provides timely reports on project status, risks and issues, evaluating programme performance based on management information.
- Reviews and constructively challenges project status reports and ensures all aspects of project performance are being managed effectively.
- Ensures governance processes and decisions are applied consistently.
