We are currently seeking a high calibre professional to join our team as a Risk and Control Head.

Job profile

  • The HSBC Insurance HK Risk and Control Head is a direct report of the HSBC Insurance HK, Chief Control Officer. They are responsible for managing, as the First Line of Defence (1LOD), the HSBC Risk Management Framework, ensure effective management of the Non-financial risk for the Company, including (but not limited to) Regulatory Compliance, Legal, Third Party, and Financial Crime Risk, ensuring a strong risk and control environment and culture is in place and operated within the Company risk appetite.

 

  • The role will require effective collaboration and alignment with the Business teams, Group Insurance Risk and Control team, second line risk functions (Regulatory Compliance, Operational and Resilience, Legal), as well as HSBC Insurance HK senior management. The person will be accountable for the on-going enhancement and continued development of the risk management framework within the Company, taking direction from the group and country policies, procedures and regulatory requirements.

 

  • Ensure effective and timely escalation and reporting of risk and control issues, including 2LOD / 3LOD review findings. Further, to assist senior management to articulate the risk appetite, and ensure they have appropriate visibility of the respective Non-financial risk profile impact and provide recommendations on the operational enhancements. 

Principal Responsibilities

  • Managing Risk and Control Assessments (RCA) and Implement Annual Control Test Plans: This involves defining risk scenarios, evaluating risk impacts, assessing controls, and offering guidance on control design and operational effectiveness. Establish test scripts, conduct control testing, and support the first line in continuous control monitoring (CCM)
  • Review and Improve Functional Procedures: Assess the effectiveness and efficiency of process designs, providing recommendations to uphold a robust control environment
  • Provide Advice on New Initiatives and Projects: Facilitate risk identification, specify risk impact areas, and evaluate operational readiness. Additionally, support Global Projects/Initiatives to ensure local implementation and adherence to Group standards
  • Manage Issues and Incidents: Assist the first line in identifying and assessing issues and managing incidents, offering impact assessments and advice on remediation and process improvements, including customer resolution and control enhancement. Analyze incident trends to identify common themes and develop improvement plans
  • Facilitate 2LOD/3LOD Reviews and Conduct Thematic Reviews: Prepare for reviews, brief business teams, and support read-across activities for proactive issue identification and remediation. Conduct reviews as necessary to ensure a strong and effective control environment
  • Lead the 1LOD Operational Risk Forum and Governance: Collect input from business teams and prepare reports highlighting key non-financial matters for management in the 1LOD forum and report to various risk forums
  • Foster Collaborative Relationships: Build strong connections with business role-holders (Risk Owners/Control Owners), Group Insurance, and second and third lines of defense, adopting a cohesive approach
  • Cultivate a Professional Workforce: Develop an effective Risk and Control team, drive a high-performance culture, encourage teamwork, and promote collaboration with business and key stakeholders within the company and Group Insurance

 

Requirements

  • Demonstrate a thorough understanding of business operations, the Risk Management Framework, and Group requirements as outlined in the Group Standards Manuals (GSM), Functional Instruction Manuals (FIM), and relevant standards
  • Possess exceptional communication and interpersonal skills, with the capability to clearly articulate complex issues across various levels of seniority
  • Exhibit confidence in engaging with senior management at all organizational levels
  • Show proven expertise in team management and resource mobilization
  • Display strong problem-solving abilities
  • Possess the ability and determination to effectively manage multiple priorities, even under tight deadlines
  • Be proficient in Microsoft Office, including Excel and PowerPoint
  • Hold a degree with relevant experience in audit, compliance, or risk areas, either within HSBC or externally
