We are seeking an experienced Head of Rubix Program and Head of Engineering Practices within Markets & Securities Services Operational Technology.
About the Role:
The Head of Rubix Program and Head of Engineering Practices will lead the Rubix 2.0 program, a flagship transformation program for MSS Operations, and will be accountable for engineering practices and uplift across the MSS Operations technology estate.
Rubix 2.0 will enable MSS Operations to support business growth at a lower total cost, while maintaining regulatory compliance, client expectations, control effectiveness and operational resilience. Delivery will be driven across five dimensions Blockchain, AI digital and data, BPO, app consolidation and demise, and people strategy.
The role requires global leadership, technical expertise, engineering innovation and the ability to collaborate across diverse teams and geographies. There will be regular engagement with senior stakeholders across COO, Trading, Operations, Finance and Group Technology. This role will own delivery of scalable, high‑performance systems, mentor teams, lead technical deep dives and root‑cause analysis, and Tech Risk Control Book‑of‑work tasks to ensure risk, compliance and remediation are delivered to standards. This role encompasses a technology estate of in-house and vendor, shaping and delivering a forward-looking technology roadmap, accelerates the adoption and maturity of AI, DevOps, and agile practices, and platforms remain resilient, secure and compliant.
Based in Hong Kong, this is a hands-on leadership role requiring strong commercial judgement, deep engineering credibility, and the ability to partner with senior stakeholders to deliver outcomes at pace while strengthening controls and resilience.
What you will do:
- Program leadership & governance (Rubix 2.0)
- Lead Rubix 2.0 technology delivery end-to-end, setting delivery strategy, integrated roadmap, sequencing, dependencies and measurable outcomes across the five dimensions.
- Own program governance across delivery, financials, risk & controls and operational readiness, ensuring transparent reporting and timely decision-making.
- Align priorities and manage trade-offs with program co-owners to deliver business outcomes and meet regulatory expectations.
- Engineering strategy, standards & platform evolution
- Set the engineering direction for MSS Operations Technology, defining and governing standards and ways of working (secure SDLC, CI/CD, API/integration, observability, quality engineering) and driving consistent adoption across teams and suppliers.
- Provide strategic technical leadership for platform evolution, ensuring scale, resilient and secure architecture (microservices and event-driven patterns) aligned to enterprise architecture and regulatory/compliance requirements.
- Drive modernization through automation and AI-enabled engineering, improving throughput, quality and cost-to-serve, with appropriate governance for AI/ML use in production (model risk, explainability, data privacy).
- Build engineering capability through technical forums, architecture reviews and coaching of senior engineers and engineering leads.
- Senior stakeholder partnership
- Partner with the Global Head of MSS Operations and MSS COO to align technology delivery to operational strategy, client expectations and cost-to-serve goals.
- Work with the Global Head of MSS Operations Strategy & Change to coordinate delivery, change adoption and benefits realization.
- Represent MSS Operations Technology into the CTO agenda and wider engineering community, influencing priorities and promoting reuse and engineering uplift.
- Operational resilience, risk & controls
- Drive production excellence and operational resilience, improving DORA performance (release frequency, lead time, change failure rate, MTTR), reducing incidents and embedding disciplined RCA and remediation follow-through.
- Embed risk and controls by design, strengthening GRAS outcomes and automating control evidence where possible to improve assurance and reduce delivery friction.
- Ensure operational readiness is treated as a first-class outcome across releases, including stability, supportability and clear service ownership.
- People leadership & organizational management
- Lead and develop engineering leaders and teams, building an inclusive, high-performance culture with clear accountability and outcomes.
- Shape the Rubix 2.0 people strategy: skills, roles, succession, and sourcing mix (in-house/vendor/BPO) aligned to the target operating model.
- Build and sustain engineering communities (chapters/guilds) to improve consistency, reuse and cross-team learning across the organization.
What you will need to succeed in the role:
- Strong architecture and platform experience, including cloud-native approaches, microservices, AI enablement, CI/CD, automated testing, observability and reliability engineering.
- Proven ability to lead and motivate teams, manage complex delivery, and make strategic decisions; strong analytical skills with the ability to drive innovation and change.
- Proven experience leading large, global teams and managing significant budgets.
- Strong communication, vendor management and governance skills.
- Familiarity with data management and security practices.
- Experience partnering with business stakeholders to execute long-term plans to improve and modernise technology platforms, balancing short-term demands with long-term goals.
- Experience operating in fast-moving, complex environments; able to provide clear direction while dealing with ambiguity and change.
- Experience leading large IT teams (e.g., 50+) in a global role with an engineering-focused culture.
- Experience delivering projects using Agile ways of working, ensuring phased delivery with incremental business value.
- Well-rounded knowledge of engineering, cloud, data and DevSecOps practices to build scalable, secure and performant systems.
- Track record of working closely with remote development teams and building strong partnerships.
- Solid foundation in IT financial management and programme/project management disciplines.
- Influential, credible and persuasive; an active listener who demonstrates strong judgement and collaboration skills to achieve effective stakeholder management and strategic outcomes, aligned to HSBC Values.
