We are currently seeking a high caliber professional to join our team as Head of Opening Banking & IADS HK.

 

Role Purpose

 

Lead the design, development and deployment of secure, scalable Open Banking APIs and data exchanges for Hong Kong, ensuring full compliance with applicable regulatory and risk requirements.

 

This role is a key technology leader for the HK Technology agenda, driving outcomes across core banking transformation, card platform modernisation, and digital platform transformation, with a strong focus on enabling growth in the Non-Resident Chinese (NRC) segment.

 

In this role, you will:

 

  • Own the Hong Kong Open Banking and IADS technology strategy, roadmap, and execution plan aligned to business priorities and Group architecture direction.
  • Lead end-to-end delivery of API and data exchange capabilities, ensuring scalability, performance, and operational readiness.
  • Establish and govern API standards (versioning, documentation, lifecycle management, developer experience), and drive adoption across domains and delivery teams.
  • Build strong partnerships with Product, Digital, Operations, Risk/Compliance, Legal, and external ecosystem participants to enable safe and effective data sharing.
  • Security, risk and regulatory compliance
  • Ensure solutions meet security-by-design principles (identity, consent, authorisation, encryption, key management, secrets handling, logging/monitoring).
  • Drive compliance with relevant Hong Kong regulatory expectations and internal policies; ensure auditability and robust controls across API and data exchange services.
  • Own technology risk posture for the area, including threat modelling, vulnerability management, resilience testing, incident management, and remediation.
  • Lead technology transformation across core platforms and digital platforms, ensuring Open Banking and IADS capabilities integrate cleanly with modernised architecture.
  • Drive cards platform modernisation, including API enablement, data exchange patterns, and simplification of legacy dependencies.
  • Deliver technology simplification, reducing complexity, improving maintainability, and accelerating time-to-market through standardisation and reuse.
  • Manage delivery governance across multiple workstreams, vendors/partners (where relevant), and cross-boundary teams; ensure clear prioritisation and transparent reporting.
  • Lead predictable execution across a portfolio of initiatives, balancing regulatory commitments, resilience uplift, and business growth priorities.
  • Support the Hong Kong CIO on relevant regulatory engagement and Board-level relationships, providing clear updates, risk positions, and delivery confidence.
  • Establish and embed strong engineering practices (DevSecOps, automated testing, CI/CD, quality gates) to increase delivery speed without compromising safety, stability, or control.
  • Own audit outcomes for the domain; ensure timely remediation and sustainable closure of findings with evidence-based control operation.
  • Act as a senior Technology executive, engaging stakeholders at all levels; manage relationships with Hong Kong business counterparts (e.g., Business COOs/CEOs) and ensure delivery of end-to-end services aligned to business needs.
  • Provide transparency on total technology cost; continuously drive efficiency through Agile, DevOps, and innovation to understand and influence cost drivers in line with Technology direction.
  • Build and develop a world-class Technology team with strong leadership and technical capability to support the Hong Kong business and maintain competitiveness in financial services.
  • Promote Hong Kong Technology as a global organisation and ensure appropriate coverage for all Technology services delivered to the Hong Kong domain.

 

Requirements:

 

  • Ideally an advanced degree holder with experience and proven track record to influence /manage functionally and work independently
  • Proven track record delivering API platforms and data exchange capabilities including lifecycle governance
  • Experience driving modernization of legacy platforms and simplifying complex technology states
  • Prior experience as CIO managing multiple businesses
  • Strong and developed leadership skills
  • Excellent team player with strong interpersonal skills
  • Highly-developed negotiation skills with the ability to influence across the matrix
  • Keen understanding of key strategic trends
  • Ability to drive meaningful business development and change
  • Strong decision maker, management of Operational, Financial crime and Cyber Risk
