GCIO Ops Manager

We are currently seeking a high calibre professional to join our team as a GCIO Ops Manager.
In this role you will:
- Define and maintain a rolling 3-year service line workforce plan, aligned to the Data Technology financial plan and wider GCIO/Group workforce and location strategies
- Partner with the Workforce pillar and People teams to execute the workforce lifecycle
- Maintain workforce plans and deliver targets using a fully costed headcount model
- Develop business cases for workforce initiatives (e.g., contractor replacement, orchestration efficiencies, GenAI impacts on future-state workforce)
- Own multi-year service line FRP (FTE and $); including budgeting, planning and cost management for total service line spend, identification and delivery of cost optimisation levers, accurate monthly and full-year forecasting and accruals, and full recovery of global costs
- Provide clear, timely and consistent reporting/MI, ensuring transparency of the cost base for senior service line leadership
- Deal initiation: align stakeholders on objectives; ensure vertical and horizontal (value stream) views to avoid duplication; define third-party requirements for Procurement; analyse options and support business case development; review and prioritise funding across RTB/CTB and other portfolios (e.g., LTO)
- Negotiation & contracting: support P&L development and business case updates; confirm financial, workforce and recharge models; support Procurement with commercial negotiation and deal structuring
- Approvals & execution: confirm contract requirements, funding and P&L impacts; ensure pre-contract Third-Party Engagement Management (TPEM) tasks are completed; manage Third Party Spend (TPS) approvals; support approval briefings (COO/Finance/Tech); update forecasts and manage budget/funding and workforce requirements; submit/manage purchase orders
- Post execution: validate benefits; manage financial/workforce/recharge requirements (forecasting, invoicing, contract distribution, balance sheet); run timely strategy/objectives refresh ahead of renewal windows; oversee TPEM completion, vendor performance and associated risk management
- Service line portfolio oversight & practices: manage and oversee the change portfolio; define milestones; coordinate programme set-up in Clarity; provide MI to track deliverables and milestones; intervene/escalate early on delivery risks; hold delivery leads accountable; drive consistent practices and tooling; partner with GBGF/Central GCIO COO Portfolio and Group Transformation to adopt best practice
- Service line portfolio finance & benefits: oversee programme financial reporting (forecast vs actuals); manage change-the-bank budget interlocks; track, validate and report programme financial benefits
- Manage the service line CIO’s commitments across governance forums, including paper writing and proactive action tracking
- Provide analysis, stakeholder engagement and support to external parties on behalf of / in support of the CIO
To be successful you will need:
- Strong written and verbal communication skills, able to translate complex topics into clear, audience-appropriate messages; able to produce impactful senior-level papers and presentations
- Proven ability to lead and develop a high-performing global team
- Strong influencing and collaboration skills, able to gain buy-in and drive end-to-end execution in a matrix organisation
- Demonstrable experience operating across global and regional/entity/market stakeholders, influencing without direct authority
- Strong financial and commercial acumen, with proven ownership of significant financial and resource plans, organisational transformation, and project/portfolio management
- Strong analytical and problem-solving capability; able to synthesise complex information and make data-driven decisions
- Ability to manage and mitigate operational risk effectively
- Strong stakeholder management with the ability to build long-term relationships internally and externally; awareness of stakeholder needs, competitor activity and market trends to inform direction
- 15+ years in business management or relevant experience, ideally within Financial Services technology functions
- Proven experience delivering in a complex global matrix, navigating front-to-back global businesses and multi-geographical entities/markets
- Strong portfolio and programme management experience (including Clarity or equivalent), covering governance, milestones, delivery tracking, and benefits oversight
- Strong financial management experience: accounting fundamentals, multi-year planning, budgeting/forecasting/accruals, cost optimisation, and cost recovery/recharge mechanisms
- Strong workforce management experience: workforce planning cycles, fully costed headcount modelling, and execution of workforce lifecycle initiatives with People partners
- End-to-end understanding of purchase-to-pay processes and third-party spend governance; experience supporting vendor lifecycle management (business case to performance oversight), including TPEM
- Outstanding stakeholder management and communication at all levels of seniority; proven ability to articulate complex issues concisely for a global audience
- Experience working with annual operating plans and multi-million dollar global programmes/initiatives
- Experience working effectively in diverse global teams; adaptable, able to manage changing priorities and work under pressure
