We are currently seeking an experienced professional to join our team in the role of Program Director.
Role Purpose:
Global Finance is going through significant strategic change with incremental investment being provided to meet the Transformation objectives and Regulatory Excellence agenda. HSBC Finance Transformation is the strategic change team of Global Finance and has presence in multiple geographies.
We are seeking an experienced Regulatory Change Program Director to lead the delivery of regulatory-driven initiatives. The role will focus on managing the end-to-end implementation of regulatory changes issued by global regulators (e.g., PRA (Prudential Regulation Authority), ECB (European Central Bank), HKMA (Hong Kong Monetary Authority), FED (Federal Reserve Board)) as well as local regulators, ensuring timely, compliant, and well-governed outcomes.
The successful candidate will work closely within Finance and Technology, Risk, and Front Office stakeholders, acting as a central coordinator to translate regulatory requirements into executable change programs.
This is a high visibility role as the role holder will be accountable for managing the rollout of a suite of applications for Regulatory submissions and disclosures for HSBC Group consolidated, HSBC Bank plc and HSBC UK Bank plc. This includes presentation of status, plans and issues to several senior stakeholders.
The role holder will manage a number of senior leadership relationships, work with teams across geographies, on multiple products, and systems thereby helping develop strong leadership, communication, stakeholder and project management skills.
Principal Responsibilities:
- Lead and manage regulatory change initiatives from interpretation through implementation and closure.
- Partner with Finance line and Technology teams to assess regulatory impact, define scope, and establish delivery roadmaps.
- Translate regulatory requirements into clear business and technology requirements.
- Develop and maintain detailed project plans, milestones, dependencies, and risk registers.
- Manage governance forums, steering committees, and senior stakeholder reporting.
- Track regulatory deliverables, manage interdependencies, and ensure timely remediation of gaps.
- Coordinate cross-functional teams across business, operations, and technology.
- Proactively identify risks, issues, and regulatory interpretation challenges, escalating where appropriate.
- Ensure strong documentation, audit trails, and evidence to support regulatory reviews and internal audits.
- Support regulatory examinations, internal audits, and compliance attestations as required.
Management of Risk:
- The jobholder will also continually reassess the operational risks associated with the role and inherent in the business, taking account the changing legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology and processes.
- The jobholder will ensure that retention and people risk are adequately monitored and proactively managed.
- This will be achieved by ensuring all actions consider the likelihood of operational risk events, and by addressing any areas of concern in conjunction with line management and/or the appropriate department.
Observation of Internal Controls:
- The jobholder will adhere to and be able to demonstrate adherence to internal controls. Keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points; including issues raised by regulators.
- Observe and promote the use of the Group’s preferred programme management methods/tools.
- This will be achieved by adhering to all relevant processes/procedures and by liaising with Compliance department about new business initiatives at the earliest opportunity. Also, and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.
Customers / Stakeholders:
- Work with senior stakeholders across Finance and the broader HSBC business to ensure the ongoing offshoring strategy is fully understood, supported, and aligned to Group strategy.
- Represent Finance Transformation in all offshoring Requirements, ensuring these are appropriate and within the context of the model framework.
Leadership &Teamwork:
- Build ‘trusted partnerships’ with both global functional stakeholders and key in-country senior management, influencing effectively at senior committee level (GCB3 and above).
- Provide clear leadership, direction and support to enable fast, structured delivery.
- To foster an effective and self-aware environment within the Implementation function that is constantly seeking improvement in delivery capability.
- Direct delivery timetables, ensuring programme resources are effectively utilized to deliver against strategic objectives.
- Engage extensively with key in-country senior stakeholders (e.g. COOs (Chief Operating Officer), CFOs (Chief Financial Officer), etc.) to build a comprehensive understanding of the local landscape.
- Work with IT ensuring they are seen as a partner not just a supplier.
- Clearly communicate progress, issues and successes to the Finance community.
- Actively manage talent, leadership development and succession planning.
- Display strong people management capabilities and act as a role model for the Group’s Values and Behaviours.
Requirements:
- 10–15+ years of experience in project or change management within financial services.
- Strong experience delivering regulatory change initiatives in an investment bank or large financial institution.
- Good understanding of global financial regulations (PRA, FED, ECB, HKMA) and exposure to global regulatory frameworks.
- Proven ability to manage complex, cross-border, and multi-stakeholder projects.
- Excellent stakeholder management and communication skills, including senior management. Engagement.
- Strong governance, planning, and execution discipline.
- Experience working with technology and data teams on regulatory solutions.
- Ability to interpret regulatory text and translate it into practical business actions.
- Exceptional drive, motivation and commitment and focus in operational excellence.
- Industry leading project management capabilities with a track record of successfully designing and delivering large scale, complex global change projects.
- Extensive experience in global business transformation roles in a matrix environment.
- Successfully managing budgets, financial plans and cost centre management.
- Solid leadership skills with experience in managing people in a large matrix organization, including successful experience in developing and retaining critical talent.
- Ability to work in fast-paced environment with proven ability to handle multiple outputs at the same time.
- Strong interpersonal and negotiation skills, with proven experience of communicating effectively and confidently at all levels across the Group in a complex global environment.
- Outstanding relationship management, collaboration and influencing skills.
- Proven experience of working with a range of business functions; including IT, HR, Finance, Audit & Compliance.
- Bachelor’s degree in finance, Accountancy, Business, Engineering, or a related field.
- Project management certification (PMP (Project Management Professional), Prince2, Agile) preferred.
- Background in Finance, Risk, Operations, or Regulatory Transformation is a plus.
- Highly organized with strong attention to detail.
- Proactive, resilient, and comfortable operating in a fast-changing regulatory environment.
- Confident decision-maker with sound judgment.
- Collaborative mindset with the ability to challenge constructively.
