Role purpose
Global Enterprise-Wide Risk Management (ERM) is a sub function of Group Risk. Its purpose is to make sure HSBC understands and is in control of its financial and non-financial risk position. The Key responsibility of the role are:
- Responsibility for the implementation of HSBC’s Risk Management Framework (RMF) that sets out governance, policies and practices to proactively identify, assess, measure and report on, mitigate and control operational risk exposures associated with HSBC’s businesses and operations at all levels of the organisation.
- To provide guidance around capital management (including Economic Capital), Stress testing and framework to ensure that the bank maintains and continues to develop effective assessment and modelling of operational risk (OR) capital requirements.
- Support local duties in relation to behavioural risk management through the Notable events/ Reportable incidents process, Material Risk Taker (MRT) qualitative guidance and Executive Scorecard processes. They The role holder will also support the operational risk policy and framework for HSBC.
- Responsibility to manage regulatory consultations and responses connected to operational risk and resilience risk topics, coordinating the delivery of regulatory requests and commitments, and responsible for R28 regulatory reports.
- Input on the management of HSBC's Operational Risk capital (globally circa $15bn), pillar 1 and 2 and ICAAP for submission to Prudential Regulation Authority (PRA).
- Support with the design and implementation of the methodology, process, tools and policy for operational risk stress testing, covering all non-financial risk. Execute local stress tests.
- Contribute to the delivery of the PRA and European Banking Association (EBA) global stress testing exercises.
- Contribute to operational risk quantitative measurement capabilities for HSBC, including risk appetite, scenario analysis, capital modelling, stress testing and capital allocation, including projections for Latest Estimate and (FRP) Financial Resource Plan. Ensure the scenario programme is delivered locally through Risk stewards and the 1st line.
- Manage resilience risk Whistleblowing cases, Reportable Incident reports and Notable Event investigations process in line with the expectations of our key regulators and other conduct regulators and accountability regimes, regionally in country.
- Contribute to the design and implementation of the global operational risk framework (i.e. Global Principles, Risk Management Framework, NFR Practitioner Guidance, OR FIM). Help set any local guidance that is required for regulatory or local language reasons. Ensure any local variations that are required are agreed with the global team.
- Support training and capability uplift for the ORR Business and Functions team and to the wider HSBC community to ensure robust understanding of all operational risk specialist areas.
- Responsible to coordinate and monitor the Enterprise Risk Reports: Risk Appetite Statement across LAM Countries (Oversight and Assurance), the Risk Map and Emerging Risk Reports.
- Responsible to perform the semi-annual review of the Mexico Risk Appetite Statement and the Annual review of the LAM Risk Appetite Addendum.
- In charge of embedding of Risk Management Framework, the Risk Appetite Framework, the Risk Culture Framework and Dashboard.
- Governance matters related to non-financial Risk Reports going to deliver to Risk Management meeting and other NFR (Non-Financial Risk) forums.
Main activities
- Manage Group Regulatory Capital / ICAAP processes and co-ordinate Global Business and Regional inputs with relevant stakeholders in LAM i.e., CFOs CROs and Heads of Operational Risk.
- Contribute to the Scenario Analysis methodology and framework.
- Manage LAM Entity Scenario Assessments.
- Contribute to the design of the stress testing approach and oversee execution across LAM.
- Manage local Whistleblowing cases, Reportable Incidents and Notable Events.
- Manage any dispensations to policy with the global teams.
- Maintain oversight on all local regulatory requirements, ensuring local policies are aligned, where required.
- Ensure Risk Steward capability is consistent by the use of the skills and capability framework Coordinate semi-annual review of the Risk Appetite Statement.
- Review and Challenge of the Enterprise Risk Reports (Risk Appetite Statement, Risk Map, Emerging Risk)
- Ensure the integrity and timely completeness of risk and control identification, assessment and information within the Group’s Risk and Control system of record (Helios) as well as directing documented remediation plans for residual risks.
- Supports LAM operational and resilience risk management and acts as a key contact and escalation for senior stakeholder engagement throughout LAM making sure delivery is consistent and of high quality.
- Supports embedding the Risk Management Framework (RMF) and provides advice, guidance and challenge in relation to ERM oversight and internal control effectiveness.
- Provides 2LOD oversight of top and emerging risks, ensuring LAM can mitigate these timely and cost effectively.
- Attends LAM control meetings and non-financial risk governance forums, providing both Operational Risk oversight and robust and timely Risk Steward challenge of the First Line of Defence (1LOD) view of the resilience risk profile as required.
- Supports developing and promoting an increasingly insightful process-based view of ERM risks.
- Supports the implementation and embedding of the ERM functional strategy.
- Applies risk stewardship review and challenge over Resilience Risk RCAs and control environment
- Works closely with Strategic Change Oversight to risk assess and oversight material change programmes from planning through to execution, particularly in relation to embedding appropriate operational resilience at the outset
Requirements
- Strong level of risk management knowledge and relevant experience in Capital, stress testing, risk appetite, regulatory reporting and operational risks
- Experience in similar roles of 2 years.
- Comprehensive knowledge of the external environment (risk, regulatory, geopolitical, competitor etc.)
- Advance English
- A BA or BS University Degree preferable in relevant discipline
