We are currently seeking a high caliber professional to join our team as a Head of Protective Security Hong Kong & Macau.

 

Role Purpose

 

Protective Security (PS) is responsible for the protection of our people, buildings, and assets. This is achieved by deploying physical & electronic countermeasures to minimise the risk. PS also work closely with internal stakeholders, partner vendors, intelligence agencies and law enforcement to monitor and respond to the changing threat landscape.

 

This position manages the delivery of the Global PS strategy for Hong Kong (HK) & Macau, the day to day running of the Market PS team (e.g. FRP, people development, Capex/project delivery, 3rd party management), operational activity (e.g. Security Control Room, Security Technology, Business Travel Security, Event Security, Security Personnel, Risk Assessments, Close Protection, Security training & awareness), and the response to any major incident (e.g. robberies, break ins, cash in transit attacks, ATM attacks, protests, abusive & aggressive customers, kidnap & extortion, criminal damage, suspicious activity, civil unrest, geopolitical conflict, bomb threats, terrorist attacks).

 

First line of defence Control Owner, the job holder ensures PS controls for HK & Macau operate in alignment with Global Guidance, local legal/regulatory requirements and remain operationally effective.

 

The base location for this role is Hong Kong.

 

Principal Accountabilities: Key activities & decision making areas     

 

  • Accountable for the oversight and execution of all Protective Security owned controls and control monitoring in the Market.
  • Provide leadership and support for the Market team.
  • Oversee the management of all identified risks, issues (self-identified, 2LOD and audit points) ensuring mitigating actions are implemented to agreed target dates. 
  • Ensure all incidents are managed in line with procedures, escalated to Head of PS Asia & Middle East (AME), that the risk owner is supported and that communication with all interested parties is maintained throughout.
  • Ensure Risk Owners have sufficient support, advice and counsel during a major incident
  • Provide Market input into the Regional & Global initiates and requirements.
  • Responsible for Market reporting 
  • Oversee any operational and business requirements for the Market
  • Incident Management: Ensure all incidents are managed in line with procedures & escalated to Head of PS AME, that the risk owner is supported and that communication with all interested parties is maintained throughout. Travel to other PS markets if required. Incidents and threats are monitored and tracked. Oversee all large-scale events that require additional security requirements to protect the bank’s personnel.
  • Business Travel Security: Support international staff travelling into the Market in the event of incident. Manage real time travel restrictions. Monitor Control Risk/ISOS travel & market alerts & escalate/action as appropriate. Point of contact for ISOS referrals.
  • PSRA’s: Ensure completion within agreed timeframe. Review findings and provide SME input.
  • Access Control: Ensure completion of Pen tests within agreed timeframe. Consistent framework in place for delivery and documentation. In situ Security personnel are commensurate to the risk of the building/market.  Access control measures in place. Staff awareness is embedded within the portfolio to prevent tailgating and unauthorised access.
  • Intrusion Detection and Surveillance: Ensure systems are designed and operated effectively to deter, detect, assess and respond to security threats.
  • Ensure there is a strong security awareness culture throughout the Market.

 

Customers / Stakeholders

 

  • Maintain senior leadership relationships with Market CEO, COO and Business Heads.
  • Develop trusted relationship with PS Heads within AME through active contribution and engagement.
  • Manage the ISOS vendor relationship for the Market.
  • Group PS: Maintain strong relationships with Global Head of PS and group colleagues & act as dedicated point of contact for any requests.
  • Law Enforcement & Industry Partners: Maintain active relationships with law enforcement, other relevant agencies and industry partners.
  • Third Party Vendors: Manage contracts in line with the Banks strategic standards, complying with TPEM policy requirements

 

Leadership & Teamwork

 

  • Provide strong, directive leadership.
  • Review, recognise and implement opportunities to drive down costs and streamline processes.
  • Support an inclusive approach to engagement with the Market PS team.
  • Build Market team dynamics providing senior support as and where required and providing insight and knowledge on PS matters.

  • Management of third-party security contracts
  • Deliver upon Global Strategy ensuring full engagement with Regional & Global leadership team.

 

Operational Effectiveness & Control:

  • First line of defence control owner.
  • Support the oversight and execution of PS Operational controls & control monitoring in the Market.
  • Support the management of all identified risks & issues. Associated actions are implemented to agreed target dates.
  • Maintain HSBC Internal Control standards, including the timely implementation of internal and external audit points together with any issues raised by external regulators. 

 

Management of Risk

 

The management of risk will be consistent and in-line with the Bank’s Policies, Standards and Guidelines including all relevant process and procedures and will focus on adhering to the highest global standards.

 

The jobholder will also continually reassess the operational risks associated with the role and inherent in the business, taking account of changing economic or market conditions, legal and regulatory requirements, operating procedures and practices, management restructurings, and the impact of new technology.

 

Maintain awareness of Corporate Security threats and minimise the likelihood of occurrence, including its identification, assessment, mitigation and control, loss identification and reporting in accordance with the FIM.

 

Observation of Internal Controls

 

The jobholder will also adhere to and be able to demonstrate adherence to internal controls. This will be achieved by adherence to all relevant procedures, keeping appropriate records and, where appropriate, by the timely implementation of internal and external audit points, including issues raised by external regulators.

 

The jobholder will implement the Group compliance policy by containing compliance risk in liaison with Global Heads of Compliance, Area Compliance Officers or Local Compliance Officers. The term ‘compliance’ embraces all relevant financial services laws, rules and codes with which the business has to comply.

 

This will also be achieved liaising with Compliance department about new business initiatives at the earliest opportunity. Also and when applicable, by ensuring adequate resources are in place and training is provided, fostering a compliance culture and optimising relations with regulators.

 

The ongoing and continuous assessment of the effectiveness of Protective Security management activity underpins all activity and output from the job holder.

A balanced approach to the level of controls required to mitigate risk is needed to enable decisions on expenditure.

Role Context

 

  • Oversee PS requirements for any security operational requirements and strategy;
  • Ensure all incidents and threats are monitored and tracked to completion;
  • Coordinate all large-scale events that require additional security requirements to protect the bank’s personnel;
  • Travel to properties within Market for projects, site reviews and incident response;
  • Support international staff travelling into Market in the event of an incident;
  • Manage real time travel restrictions and alerts and action as appropriate;
  • Ensure PS Risk Assessments are completed within agreed timeframes;
  • Ensure completion of Penetration tests within agreed timeframe; making sure consistent framework is in place for delivery and documentation;
  • Ensure in situ Security personnel are commensurate to the risk of the building/market and that appropriate control measures are in place;
  • Develop a strong security culture with staff security awareness material & training programmes
  • Work in partnership with key stakeholders and vendors to deliver the Global PS strategy
  • Accountable Control Owner, ensuring all KCIs are met against the Control Monitoring Plan
  • Ensure the Group PS strategy is embedded within the Market and the target state is met within agreed timelines

 

Experience / Qualifications

 

  • Previous Snr leadership experience within a PS Market team or previous experience as a Market Head of PS with a retail presence
  • Substantial proven crisis management experience
  • In depth understanding of Head Office, Data Centre, Retail & Wealth Centre working practices
  • Established relationships with local/federal law enforcement, intelligence agencies & industry peers
  • Previous operational experience including managing a Security Control Room, undertaking risk assessments, delivering event security, deploying Close Protection for Execs
  • Ability to proactively identify, assess and manage threats and risks within a large, complex organisation.
  • Expert knowledge of PS Controls & Global Guidance documents and their application
  • Extensive experience in managing third party service providers including Security personnel & Security integrators
  • Excellent written and oral communication skills with the ability to communicate to an Executive management level audience
  • Strong presentation skills with experience in delivering security training awareness material
  • Willing to travel (sometimes at short notice) within the Market to manage responsibilities
  • Exceptional organisational and planning skills
  • Relevant industry qualifications and membership of professional bodies
