The US Sanctions team is a sub function of Financial Crime. Its purpose is to oversee and manage the end-to-end sanctions compliance program for HSBC US. The US Financial Crime Sanctions Advisory Manager is responsible for providing subject matter expertise and advice to HSBC Bank USA (HBUS) and HSBC Group Affiliates with respect to compliance with U.S. economic sanctions and export controls.
As Sanctions Advisory Manager, the appointee will:
- Assist in the development, administration, and implementation of the Sanctions Compliance Program
- Identify, review, and mitigate sanctions and export controls risk posed by HBUS customers, including through Know Your Customer (KYC) reviews and potential matches identified through screening
- Review complex cross border payments, trade documents, and securities transactions to determine permissibility with applicable export controls and sanctions regulations
- Work with management in the development and enhancement of products to ensure compliance with applicable sanctions laws and regulations
- Track and report on new and amended Office of Foreign Assets Control (OFAC) and Bureau of Industry and Security (BIS) regulations, assess their impact to the Bank, and articulate potential risks to stakeholders
- Identify and report compliance breaches or gaps to senior management. Collaborate with senior management and relevant internal parties to ensure development and implementation of solutions to prevent future occurrence
- Provide subject matter expertise and advice to the lines of business and Global HSBC Affiliates on all aspects of compliance with U.S. sanctions regulations
- Provide training with respect to sanctions and export controls to various functions within the bank
- Be actively engaged in all aspect of Audit, Assurance, and regulatory reviews focused on FC Sanctions. These activities include ensuring timely response to data and information requests such as First Day Letters, Additional Requests, Requests for Information; organizing and coordinating any necessary walk-throughs; coordinating preparation of any resulting Management Action Plan.
The final fixed pay offer will depend on the candidate and several variables, including but not limited to, role responsibilities, skill set, depth of experience and education,licensing/certification requirements, internal relativity, and specific work location.
Qualifications: To be successful in this role, the applicant must have:
- Expert knowledge of US sanctions programs with experience working in sanctions compliance
- The applicant must have a robust background in US processes, expectations, and standards imposed by US regulatory bodies
- With the expansion of export controls and the new Outbound Investment Program, the role will be responsible for implementing the US framework and oversight of those programs as well
- The applicant must have a demonstrated ability to independently lead projects and assignments, including providing updates to stakeholders varying in seniority and involvement, summarizing potential risks and impacts, and offering solutions and recommendations
