GCCOO (The Group Chief Controls Oversight Office ) is HSBC’s central First Line of Defence (FLOD) function overseeing the Group’s control environment, including evaluating effectiveness and supporting key attestations and disclosures through the identification, ongoing monitoring and annual review of the Group’s Material Controls in line with United Kingdom and Hong Kong Corporate Governance Code requirements; it’s led by the Group Chief Controls Oversight Officer reporting to the Group Chief Financial Officer (GCFO). A core part of this oversight is controls testing to assess design and operating effectiveness of key controls, with outcomes relied on to judge the health of the control environment and inform conclusions, attestations and disclosures—so the quality, evidence and judgement behind testing must be consistently high. To protect this, GCCOO has an independent Quality Assurance (QA) team that assesses the quality of testing execution and conclusions (including scope, sampling, evidence, documentation and rationale), ensuring alignment to relevant frameworks/standards and driving consistency. The Vice President, Quality Assurance performs QA reviews of testing workpapers and outputs (not the control design itself), communicates clear findings to stakeholders, drives continuous improvement, and helps evolve QA delivery using data, technology and AI (Artificial Intelligence) (in line with governance) to accelerate and expand coverage; prior independent review experience in Audit, Assurance and/or 1LoD testing teams is strongly preferred, alongside agility and an eagerness to adopt new ways of working. 

 

 

In this role you’ll

 

  • Help deliver the independent global QA (Quality Assurance) Programme for Testing by embedding QA across testing teams, providing an objective view of effectiveness/efficiency, and driving consistent global quality standards and best practice.
  • Evolve the QA approach by defining and refining methodology (sampling, coverage, cadence, evaluation techniques, outputs) and setting clear expectations, including pass/fail criteria.
  • Explore and apply technology, automation, analytics and AI to increase QA coverage, speed issue identification, and improve efficiency, aligned to governance and model/tool standards.
  • Execute Continuous Monitoring QA by tracking key indicators, SLA performance and MI to spot trends and significant matters early.
  • Execute Cold QA through post-review sampling, including validating issue closure.
  • Execute Hot QA via in-flight assessments (e.g., pre-completion reports/communications) to improve output and upskill colleagues in real time.
  • Deliver Thematic QA deep-dives across reviews/teams (e.g., test scripts, sampling quality) to diagnose strengths and weaknesses at scale.
  • Assess end-to-end testing quality (not just compliance): scope suitability, sampling design, evidence sufficiency/appropriateness, assumptions/judgements, and whether conclusions are well-supported and clearly articulated.
  • Identify systemic themes and drive root-cause treatments, coordinating RCA (Risk Control Assessment) and corrective actions for recurring issues (scoping, sampling, evidence, judgement, conclusion integrity, documentation discipline) through to closure.
  • Provide timely, actionable QA feedback and reporting (written/verbal) to GCCOO Leadership, Review Leads and teams; produce forum papers; promote/coach capability and standards, including matrix support for QA colleagues.

 

 

To be successful you will be 

 

  • Overall, 10-15 yrs, 5+ years’ proven experience across key independent reviewer or tester roles such as in Internal audit, assurance, controls testing, RCSA (Risk Controls Self-Assessment), compliance testing, op risk testing, second-line assurance, etc.
  • Okay from second line, third line, coming to first line of defense, conducting independent reviews and finding issues
  • Strong working knowledge of key controls concepts including risk & control frameworks; control testing methodologies; control taxonomies and inventories; key/material controls; design vs operating effectiveness; scoping and sampling techniques; audit trail requirements; evidence-based conclusions and judgements; etc.
  • Hands-on experience designing and running independent evaluations with focus on methodology, scoping / sampling, cadence, coverage, pass/fail criteria, escalation thresholds, and communication / reporting of findings. Ideally for Global/multi-entity organizations.
  • SME, Strong understanding of key risk domains with an ability to learn others quickly including Financial Crime, Regulatory Compliance, Resilience, Operational Risk, Technology/Cyber, Financial Reporting, Regulatory Reporting, Treasury Risk, Market Risk, Credit Risk, etc. This should include familiarity with key associated regulations and legal requirements.
  • AI willing to learn, not mandatory should have worked in AI tools, using AI tools/exploring and enhancing. Ability to produce senior-ready materials to communicate issues, root causes, treatments, and trends.
  • Experience adapting to new ways of working, including demonstrable experience in embedding automation/analytics/AI-enabled techniques into day-to-day workflow. Comfortable influencing in a matrix environment with a multitude of stakeholders to manage.
  • Strong ownership and coaching skills to upskill colleagues through practical guidance and feedback loops.
  • High personal integrity and sound judgement handling sensitive outcomes. Fluent in spoken and written English. Bachelor’s degree (master’s preferred) or equivalent relevant experience. Proficient with Microsoft Office
